Conditions to obtain references



 
The procedure for advising the activities within the perimeter of Community importance site
NORTH OF WESTERN GORJ
 
 
1. Activities that can be performed in North of  Western  Gorj ROSCI0129 are:
  • Research - all kinds of scientific investigations (biological, geological, paleontological, archaeological, anthropological, caving, etc..) Which runs the territory's SCI - as defined by law;
  • Tourism and leisure activities - which means tourism activities on tourism routes designed for mass tourism infrastructure, including all types of tourism: ecotourism, cyclo, hipoturism, scientific tourism, etc.;
  •  Educational Activities - Educational - schools, internships, thematic applications having as educational object biology, ecology,  etc.
  •  Making audio-visual materials with scientific or commercial character;
  •  Activities of exploitation of renewable natural resources: timber, fruits, herbs, mushrooms etc.
  •  Beekeeping;
  •  Grazing.

  2. Procedure for approval of activities in areas with strict protection

In areas with strict protection is allowed only research, education and ecotourism activities.
According to GEO nr.57/2007, 23. Section 1 permits are issued by the Administration with the consent of BSC.
Requests for an authorization may be submitted to Administration by natural or legal persons concerned.
To facilitate obtaining advice from the BSC, the requests will be submitted to the Administration at least 30 calendar days before the expected date of commencing activities. Administration will take steps to CNM and will announce within 20 days the obtaining or refusal of the authorization.
Requests for authorization of activities in areas with strict protection (scientific reserve) can be made for a period of up to one year, after which they must be renewed, with concrete mentioning the period for which the request is made.
In order to obtain a permission to develop activities in areas with strict protection (scientific reserve), the written request for the Administration will include:

  •     Objective or objectives for which authorization is requested;
  •     The duration for which authorization is required;
  •     Activities for which authorization is requested;
  •     Presentation of the organization or individual;
  •     Team composition with everybody’s occupation and role;
  •      Working methods and techniques;
  •     Details of the person requesting the permit.

Before issuing the reference, the Administration may request additional information, referrals and recommendations.
Within 15 days of close of authorized activities end, the applicant shall submit to the Administration a report on the activities, which will be accompanied by copies of relevant materials obtained during the activity, these will be used in conditions set by both sides. Administration may request details of some aspects of the report submitted. Obtaining new authorizations for working in areas with strict protection (scientific reserve) is conditioned by the Administration to report delivery. For valid reasons to request the Administration may accept an extension of that deadline.
Refusal to permit activities in areas with strict protection (scientific reserve) are required to be accompanied by reasoning.
To inform the public, the Administration will make known site or references  issued, indicating natural or legal person authorized, duration and type of work permit authorized.
 
3. Procedure for approval of activities in the areas of integrated protection

Working in areas of integrated protection allowed under references issued by the Administration for activities approved by the Scientific Council of the SCI's Management Plan.
If authorization is requested for the list of activities approved by the lack of SCI's SC, the request will be submitted to the Administration at least 30 days before the expected date of the work beginning. The request will be submitted for approval to the SC within 20 days and the answer will be submitted by the Administration within 30 days after application.
Requests for an authorization may be submitted to Administration by natural or legal concerned persons.
Requests for authorization of activities in areas of full protection can be made for a period of up to one year, after which they must be renewed, with concrete mentioning of the period for which the request is made.
In order to obtain a reference  to develop activities in areas of full protection, the Administration submitted the request ,in written form ,will include:
  •     Objective or objectives for which the  authorization is requested;
  •     The duration for which the authorization is required;
  •     Activities for which the authorization is requested;
  •     Presentation of the organization or individual;
  •     Component and role of each team with occupation;
  •     Working methods and techniques;
  •     Details of the person requesting the reference.

Before issuing the reference, the Administration may request additional information, referrals and recommendations.
Within 15 days after termination of approved activities, except  recreational Enterprise, the applicant shall submit to the Administration a report on the activities, which will be accompanied by copies of relevant materials obtained during the activity, these will be used under the conditions set by both sides.
Administration may request details of some aspects of the report submitted. Obtaining new authorizations for working in areas of full protection is conditioned by the Administration submitting the report. For good reasons, upon request, the Administration may agree to extend this period.
Agreements are obtained for special cases, according to OUG. 57/2007 Art 22 section 6.
Refusal to permit full protection activities in areas required to be accompanied by reasoning.
To keep the public informed, the Administration will make known on its site the references issued, indicating natural or legal person authorized, duration and type of authorized work.
 
 
4. Procedure for approval of sustainable development activities in areas of human activities:

Sustainable development zones are areas where human activities are permitted for investment activities and development, with priority for the tourist interest, but with the principle of sustainable use of natural resources and preventing any significant adverse effects on biodiversity.
According to the GEO nr.57/2007 working in sustainable conservation areas is allowed under permits issued by the administration.
In order to obtain a reference to develop activities in the areas of sustainable conservation, the written form request towards submitted to the Administration will include:
  •     Objective or objectives for which authorization is requested;
  •     The duration for which authorization is required;
  •     Activities for which authorization is requested;
  •     Presentation of the organization or individual;
  •     Working methods and techniques;
  •     Details of the person requesting the permit.

Before issuing the reference, the Administration may request additional information, referrals and recommendations.
If requesting an opinion on the performance of investment activities and development, the investor / owner must ensure that the targeted area is included in the administrative territorial area where it is located.
Any target located in these areas must meet specific local traditional architecture.
Plans and / or public or private projects which are intended to be implemented in this area and who individually or together with other plans / projects, can have significant adverse effects on protected natural area in terms of conservation, will be analyzed by the Science Park Administration Board on the need for environmental assessment /environmental impact assessment. Requests will be submitted to the Administration at least 30 calendar days before the expected date of commencement activities. Administration will announce within 20 days the obtaining or refusal of the authorization. 

Approval for harvesting forest fruits, medicinal plants and mushrooms will be behind the elaboration of a study to assess the ability of species to stand the harvest per year and per area unit, for this activity should not affect the ability of developing and breeding of individuals and ecosystem sustainability can be maintained.
Authorization of grazing will be allowed in non forest areas based upon a study regarding the vegetation’s carrying support per animal categories.
Authorizing the deployment of apiaries will be based on firm commitments from the applicant: to ensure security of tourists, apiaries will be placed at a distance greater than 300 meters from the tourist routes to avoid degradation of the natural environment, it is not allowed to bring domestic animals (dogs, birds, etc.) in the apiary hearth, the fire is not allowed directly on soil and any compacting it, all these provisions and will be specified in a contract to be entered into between the applicant and Administration beekeeper.
Administration staff will review and respond to the conduct of activities authorized to be carried on within the SCI site.
